Issue
- Impacted shelf shows the following fan status in environment:

Cooling Units by element:[1] 5100 RPM[2] 4500 RPM[3] 5070 RPM[4] 4500 RPM[5] Unavailable<--[6] Unavailable<--[7] Unavailable<--[8] Unavailable<--- EMS log shows following messages
[Node-01: dsa_disc: ses.status.fanError:EMERGENCY]: DS460-12 (S/N XXXXXXXX) shelf X on channel 2d cooling fan error for Cooling element 8 7 6 5: critical status no redundancy. This module is on the rear of the shelf to the right.
