Answer

The time zone/clock for the Deploy VM is tied to the VMWare backend.
 
It can only be adjusted by modifying vSphere/ESXi NTP settings:

  • Deploy CLI log times tamps are aligned with the ESXi host TZ settings:

[root@esxi:~] date
Tue Jun  1 11:28:17 UTC 2021
