Environment shutdown due to a FAN failure on AFF A700, FAS9000

Issue
- Controller powers down, due to "Multiple fans has failed" event, causing a partner takeover.
- AutoSupport generated:
HA Group Notification (MULTIPLE FAN FAILED: System will shut down in 2 minutes) ERROR - EMS / event log will show one or more of the following fan errors:
