CONTAP-78544: System-level diagnostics fail for any number of drives other than 12 or 24 on the AFF A250

Issue

When running system-level diagnostics, "System Scan" fails for NVMe drives when
an AFF A250 system contains any number of internal drives other than 12 or 24.
An example of diagnostics console output follows:
1) Scan System
2) Test System (must scan system, first)
3) Test Memory (must scan system, first)
4) Stress-Test System (must scan system, first)
5) Show VPD Information
6) Show FW Revision
7) Show MAC Address
8) Show Logs
9) Reboot (BMC Power Cycle) Controller to LOADER
Warning: Persistent logging to boot media is not available.
Terminal session logging is recommended.
Select a number 1-9 to execute the respective command: 1
System Scan Start: 2022-10-06 18:15:37
NVMe Drive: FAILED
Expect:24 Present:18 <<<<<< This system has 18 internal drives installed
