CFBMC-6473: System power operations while BMC is online triggers system fans to run at high speeds for over 21 minutes

Issue

  • A system power operation triggers system fans to initially run at 100% duty cycle, per the policy. Examples:
    • system power cycle
    • system power off (remaining at 100% until ONTAP boots)
    • system power on
    • system reset backup
  • System fans can take over 21 minutes to reach the lowest steady-state fan speed, stepping down a speed level every 7 minutes
  • System operation is unaffected by the higher fan speeds, but there are higher noise levels than expected over that time frame.
