CFBMC-3955: Undertemperature warnings after BMC firmware upgrade

Issue

Following an upgrade of BMC firmware to 11.10 or 17.2, sporadic undertemperature warning alerts for the controller chassis (internal shelf) are reported by both nodes.

Example:

[node1: dsa_worker4: ses.status.temperatureWarning:alert]: DS212-12 (S/N SHJGD23189XXXXX) shelf 0 on channel 0a temperature warning for Temperature sensor 11: non-critical status; undertemperature warning. Current temperature: 0 C (32 F). This module is on the rear of the shelf at the top left, on shelf module A. [node1: dsa_worker4: ses.status.temperatureInfo:info]: DS212-12 (S/N SHJGD23189XXXXX) shelf 0 on channel 0a temperature information for Temperature sensor 11: normal status.
