After upgrading or certificate renewal System Manager and API are failing

Issue
- After upgrade or after renewing certificates, System Manager and API are failing.
- When trying to connect to OSM the webbrowser returns either one of these messages:
ERR_CONNECTION_CLOSED
PR_END_OF_FILE_ERROR
