Node is not healthy because the root volume is low on space

Description
- A warning message appears when a node's root volume has become full or almost full
- The node cannot operate properly when its root volume is full
- Note: When a node's root volume reaches 100% full, the system will panic, frequently requiring root volume recovery.
- Example:

- EMS logs will denote that root volume vol0 is full:
monitor.full.alert]: Volume "vol0" is full (using or reserving 100%% and 3%% of inodes wafl.vol.full:alert]: Insufficient space on volume vol0 to perform operation - The error may also be seen when accessing the node's Service Processor:
CRITICAL. This node is not healthy because the root volume is low on space (<10MB). The node can still serve data, but it cannot participate in cluster operations until this situation is rectified. Free space using the nodeshell or contact technical support for assistance.
