ONTAP wont upgrade with keys not restored

Issue

Encryption keys exist in a non-restored state preventing ONTAP upgrade.  The ONTAP upgrade validation error is observed:
 

[kern_mgwd:info:1931] copyValidationResult: subsystem: Encryption Keys status, status: Error, err: Validation check failed to execute properly., action: If the problem persists after retrying, delete the package and download again { ANDU_LOG in copyValidationResult() at src/tables/cluster_image.cc:1555 }
