False-positive spares low message during DQP file update

Issue

During DQP file update, ONTAP triggers "spares low" AutoSupport message.
The EMS log shows the disks being DDR scanned aren't detected correctly and are newly "raid.disk.inserted" infomation after the DDR scan.
