Cisco Nexus cluster switches shows both PSUs as shutdown

Issue

Power supplies (including, but not limited to: NXA-PAC-650W-PE or NXA-PAC-650W-PI) could be seen reported as shutdown on the switches as per 
"show environment power detail" command.

Example:

sw2# show environment power detail

Voltage: 12 Volts
