After ONTAP downgrade from 9.13.1 to 9.7, X1151A card cannot downgrade and boot loops

Issue
- After downgrading ONTAP on an AFF A400 / FAS8300 / FAS8700 node running ONTAP 9.13.1RC1 or higher to any version in the 9.7 codeline, the X1151A NIC(s) cannot be downgraded to the bundled firmware version 1.0.X from version 1.4.0-E-114.
- As a result, the node will not boot due to the failing firmware downgrade and will continuously reboot:
