CONTAP-52106: System-level HW diagnostics fail to identify X1148A 100GbE NIC

On AFF A320, AFF A400, FAS8700 and FAS8300 systems, system-level diagnostics fail 
to correctly identify some X1148A 100GbE network interface cards (NIC) during the
system scan. As a result, diagnostic tests cannot be performed on the X1148A NIC.

The following is an example of the error message during the system scan:

PCIE: FAILED Unsupported PCIE on slot 1 Slot PN SN Description 1 MCX516A-CCAT_C21 MT1923K19668 None
