CONTAP-324747: A800 reports user initiated takeover when the user did not initiate a takeover

Issue

On an AFFA800 running ONTAP 9.14.1P7 and later, the system reboots for what is reported as a manual takeover, however the user did not initiate a takeover:
 
Tue Oct 01 17:06:03 +0000 [node02: cf_main: cf.fsm.takeover.nfo:info]: Failover monitor: takeover attempted after "storage failover takeover" command.
The following errors are seen right before the takeover:
Tue Oct 01 14:37:04 +0000 [node01: intr: netif.fatal.err:alert]: The network device in slot 0 encountered fatal error e0a/e0b.
