Volume reconstruct takes long with impending drive failure

Issue

When checking "operations in progress" on the home screen drive reconstruction and copy back process seems to make no progress

Example:

E-Series Notification (Drive copy triggered by a drive detected impending failure) INFO
Failure Entry 1: VOLUME_HOT_SPARE_IN_USE-Recovery Failure Type Code: 21
Failure Entry 2: DEGRADED_VOLUME-Recovery Failure Type Code: 13
