StorageGRID Node decommission stuck on stopping RSM service

Issue

When trying to decommission node(s), it gets stuck with error:

Too few Storage Nodes with the RSM service are running or available at a site

Running storagegrid-status on the decomissioned storage node, the RSM service is stuck at "stopping"
