AIQ/OnCommand Unified Manager cluster add fails due to SHA-1 certificate

Issue
When trying to add a cluster data source into Unified Manager (UM) an error appears on the UI:
Unable to add cluster data source. This can occur if the clocks on the systems are not synchronized and the Unified Manager HTTPS certificate start date is later than the date on the cluster, or if the cluster has reached the maximum number of EMS notification destinations.
In the server_acq.log
we can find the following error
failed to register EMS: : com.netapp.oci.netapp.client.interfaces.data.EmsZapiManagerException: "SHA1" is not a supported hash function for digital signatures. (errno=13001)
