OnCommand Unified Manager sending alerts outside of notification window

Issue

Concern about the suppression of alert in OCUM outside the notification window.

In OCUM add Alert dialog box Actions page gives an option to select Notification Frequency . Notification method to notify at a specified frequency within the specified time range is in question.
 
User will raise concern that event notification window is not working as expected.
