Issue

After power outage, customers may encounter high latency and utilization on volumes when multiple virtual machines (VMs) boot simultaneously, a scenario commonly referred to as a VM boot storm. This situation can lead to contention for IOPS, as the QoS IOPS limits set on the volume may not be adequate to manage the increased load, resulting in performance degradation.
