Unable to start DFM service with database service failed; error code is -100

Issue

Post a Server reboot DFM GUI is not accessible and the DFM services are listing below error

 
Server name:~ # dfm service start
 
Error: Unable to determine if the database needs to be upgraded to the latest file format.
Error: could not start 'sql' service.
Error: The sql service must be running before attempting to start the servlet engine service.
Error: could not start 'webui' service.
Error: The sql service must be running before attempting to start the http service.
Error: could not start ' http' service.
Service: eventd started.
Not attempting to start eventd because service is started already.
Did not check for generationID as sql service was not started.
Service: monitor started.
Service: scheduler started.
Not attempting to start scheduler because service is started already.
Service: server started.
Not attempting to start server because service is started already.
Service: watchdog started.
Not attempting to start watchdog because service is started already.
 
dfm service start sql
Error: Unable to determine if thedatabase needs to be upgraded to the latest file format.
Error: could not start 'sql' service.
