OnCommand Insight or OnCommand Cloud Insights fails to discover a NetApp Cloud Volume Services datasource with the error :

Configuration error: Connect to cv.eu-west-1.netapp.com:8080 [cv.eu-west-1.netapp.com/52.215.172.224] failed: Connection refused (Connection refused)
