Issue

Following an ONTAP upgrade, or reboot the customer cannot establish quorum or issue commands over the cluster network while all cluster ports are up reporting no issues.

VIFMGR logs:

[anon-ns::log_check_failure] Network report: INFORMATIONAL: IP address xx.xx.xx.xx is in the sitelist, but no LIF with that IP exists in the CDB.
