Unable to encrypt root aggregate using NAE

Issue

Encryption of root aggregate using NAE fails with the below error:
 
Cluster::> aggr modify -aggregate aggr0_root -encrypt-with-aggr-key true
 
Error: command failed: Failed to modify NAE (NetApp Aggregate Encryption) feature on the aggregate "aggr0_root".
Reason: This operation is not allowed on root aggregate.
