Issue

On AFX systems running ONTAP 9.19.1, storage takeover may stall during recovery when both nodes in one high-availability (HA) pair are down and a node in another HA pair also fails. Affected nodes may restart repeatedly or fail to complete startup, preventing takeover from restoring storage service.
The following message may be recorded:
!!@@* FILE NEW BURT. *@@!!:Failover Monitor: unable to transit - takeover process is hung (raid) in SK process cf_main
