vifmgr.lifdown.noports alert generated after takeover of two nodes

Issue
vifmgr.lifdown.noports:alert
was generated after a takeover was performed on two nodes in the cluster causing data LIFs to go unavailable.- The first data lif was successfully moved over to the failover target after a takeover of the home node was performed:

[node_07: vifmgr: vifmgr.lifsuccessfullymoved:notice]: LIF datalif_036 (on virtual server 57), IP address 10.255.20.105, is now hosted on node node_07, port a3a-682.
- Straight after that, the failover target node was also shutdown due to a takeover of the node:

[node_07: cf_main: cf.fsm.nfo.startingGracefulShutdown:notice]: Negotiated failover: starting graceful shutdown.
- Following that, all attempts to move the LIFs fail due to the home node and the failover target node being offline:
