How to resolve 'None of the configured DNS servers are reachable for the following Vservers' issue reported at upgrade validation?

Description

During upgrade validation, an issue is reported when the SVMs are configured with DNS and none of DNS servers are working or reachable:

None of the configured DNS servers are reachable for the following Vservers: SVMNAME. There might be other Vservers for which DNS servers are not reachable.
