Cluster join fails with MTU mismatch on cluster network ports or network switch

Issue

When attempting to join a node to the cluster, the following error is returned during the Cluster setup wizard:
 

Step 1 of 3: Join an Existing Cluster
You can type "back", "exit", or "help" at any question.


Enter the IP address of an interface on the private cluster network from the
cluster you want to join: 169.254.224.73

System checks .........Error: Cluster network RPC communication test from local address xxx.xxx.xxx.xxx to xxx.xxx.xxx.xxx failed with subsequent larger RPC request of size 4096 where size 3072 succeeded. Possible MTU mismatch on cluster network ports or network switch. Reason: f_echo_1: RPC: Timed out; netid=tcp fd=29 TO=5.0s TT=5.001s O=4148b I=0b CN=113/5 VSID=-3 xxx.xxx.xxx.xxx:57939 <-> xxx.xxx.xxx.xxx:7815. Verify the network configuration.
