"ClusterIfIslDownWarn_Alert" reported after replacing cluster switches with a different model

Issue
ClusterIfIslDownWarn_Alert
is reported in event logs for the ISL ports, when the cluster switches are being replaced by another model:

- The alerts reported for the new set of cluster switches are cleared but the alerts for old switches are not cleared.
- The output of system cluster-switch show command reports 4 cluster switches instead of 2.
- The output of the "device-discovery show" command confirms that the cluster ports are connected to the new cluster switches.
