CONTAP-585014: ONTAP Revert failing on AFF C80 since Storage Efficiency cannot be disable explictly

Issue

On Vino AFF C80, while running revert precheck, it can suggest to run "volume efficiency off" to disable Storage efficiency and to perform Storage Efficiency Undo to undo some SE savings.  But disabling Storage Efficiency on AFF C80 is not allowed. This can lead to block doing an ONTAP revert without undoing the Storage Efficiency Savings.
