Unable to sync USB OKM keys

Issue

The command security key-manager onboard sync is issued to restore Onboard Key Manager keys internally but this command does not pull from the USB OKM instance.
 

cluster::*> security key-manager onboard sync -smftrace

Enter the cluster-wide passphrase for onboard key management:

Error: command failed: Cluster-wide passphrase is incorrect
