The restore-backup command returns failed with error 1 for SCP

Issue

During a boot device replacement part of the procedure is to restore the backup configuration from the partner node and results in the following error. 

cluster1::*> system node restore-backup -node local -target-address 10.10.10.10
mount_partner...success.
scp /partner/etc/varfs.tgz root@10.10.10.10:/var/home/root/ failed with error 1.
