Power supply cannot detect power off correctly

Issue

When PSU1 is turned off, "environment sensors" is detected "PSU_OFF"correctly, but PSU2 cannot be detected even when PSU2 is turned off.

PSU1 power off

Example:

Cluster::> system node environment sensors show -type fru Node Sensor State Value/Units Crit-Low Warn-Low Warn-Hi Crit-Hi ---- --------------------- ------ ----------- -------- -------- ------- ------- node-01 PSU2 FRU normal GOOD PSU1 FRU fault PSU_OFF node-02 PSU2 FRU normal GOOD PSU1 FRU fault PSU_OFF 4 entries were displayed.

PSU2 power off

Example:

After PSU swap, PSU2 is detected correctly when it turned off, but PSU1 is not detected even when it is turned off.
