NSM100B modules does not initialize

9.15.1P10 CLUSTER-MODE

Issue

NS224 NVMe disk shelf was added to the cluster.
One of the NSM100B modules failed, resulting in
- Multipath disk shelf configuration errors
- Inability to establish connectivity to the 100G switch.

In the environment section of Autosupport:
NSM-A serial number Unknown
NSM-B serial number reported normal

Swapping the boot device between the controllers resulted in the issue moving to the other NSM module.
