NS224 drives with LED on and no HW faults visible

- LED light on some drives, with no visible HW failure.
- The psmadmin inband_cli 0X.0.A "report_faults".0.A reports drives with the LED light on with a fault.

From the shelf logs we can see the LED toggled on and off.
