Interconnect Connectivity Not Detected State After ONTAP Upgrade

Issue

After performing an ONTAP and cluster switch OS upgrade, the cluster interconnect connectivity between nodes and switches is not detected, and the cluster reports an unhealthy state. This may present as:

  • Cluster LIFs reporting l2_reachability issues
  • Aggregates not failing back as expected
  • Node panic with log output similar to:
    Received PANIC packet from partner, receiving message is (Coredump and takeover initiated because Connectivity, Liveliness and Availability Monitor (CLAM) has determined this node is out of quorum.)in SK process mcc_ic_kill_pkt_handler on release 9.16.1P11(C)
  • Data access disruption, failover/giveback operations not completing
  • GUI shows errors about missing connectivity or out-of-quorum nodes
