Continued packet loss when pinging from cluster lif to cluster lif

Issue
- Ping packets are being dropped when pinging from cluster lif of one node to to cluster lif of another node and the following alerts are seen in event logs:
[Node1: vifmgr: vifmgr.cluscheck.ctdpktloss:alert]: Continued packet loss when pinging from cluster lif Node1_clus2 (node Node1) to cluster lif Node2_clus2 (node Node2)
[Node3: vifmgr: vifmgr.cluscheck.ctdpktloss:alert]: Continued packet loss when pinging from cluster lif Node3_clus1 (node Node3) to cluster lif Node4_clus2 (node Node4)
- The cluster network is degraded due to this and the below event is reported:
[Node1: vifmgr: callhome.clus.net.degraded:alert]: Call home for CLUSTER NETWORK DEGRADED: Large MTU Packet Loss - Ping failures detected between Node1_clus1 ( 169.254.XXX.XXX ) on Node1 and Node2_clus1 ( 169.254.XXX.XX ) on Node2
- All the cluster ports on the nodes are configured with 9000 MTU:
