Both controllers go down when performing PSU test

Issue
- Both controllers shutdown when performing a power test on a single PSU on the shelf
- EMS logs show the controllers went down due to '
chassis under temperate environmental shutdown' after power was removed from PSU

- Environment log shows PSU sensor 7 decreasing before hitting critical undertemperature
