Background Disk Firmware Update (BDFU) not functioning

Issue
- Disk firmware does not automatically get updated via Background Disk Firmware Update (BDFU)
- EMS log shows BDFU being enabled/disabled continuously:
[cluster1-01: hamsg: ha.bdfu.Disable:debug]: HA subsystem disabled background disk firmware update.
[cluster1-01: hamsg: ha.bdfu.Enable:debug]: HA subsystem reenabled background disk firmware update.
[cluster1-01: hamsg: ha.bdfu.Disable:debug]: HA subsystem disabled background disk firmware update.
[cluster1-01: hamsg: ha.bdfu.Enable:debug]: HA subsystem reenabled background disk firmware update.
- The storage disk firmware show-update-status command shows the disk is either unable to update or disks waiting to download with the update state of idle or off.
