CONTAP-248937: AFF A70, AFF A90 or AFF A1K will not boot after moving an I/O module to a different slot

Issue

After moving an I/O module to a new slot, the node will not boot and outputs the following:
LOADER-A> bye-g


BIOS Version: 20.0

Loading Device Drivers ...
Configuring Devices ...
Device 6/0/0 (IO3) missing
Device(s) in slot missing, attempting to recover it.
System is resetting.

Portions Copyright (C) 2014-2024 NetApp, Inc. All Rights Reserved.
Initializing System Memory ...
Loading Device Drivers ...
Configuring Devices ...
Device 6/0/0 (IO3) missing
Device(s) in slot missing, attempting to recover it.
After cycling through this error a few times, the node is halted and the following is displayed:
BIOS POST Failure(s) detected: PCIe device missing error detected. Abort AUTOBOOT
