CFBMC-5593: BMC SEL spammed with "SNMP trap successfully sent" events

Issue

On AFF A400, AFF C400, ASA A400, ASA C400, FAS8700 or FAS8300 systems, the BMC system event log (SEL) is spammed with "PEF #0xb5 | SNMP trap successfully sent | Asserted" messages every 3 minutes. For example:
51c | 12/11/2024 | 23:48:49 | PEF #0xb5 | SNMP trap successfully sent | Asserted
51d | 12/11/2024 | 23:51:48 | PEF #0xb5 | SNMP trap successfully sent | Asserted
51e | 12/11/2024 | 23:54:48 | PEF #0xb5 | SNMP trap successfully sent | Asserted
51f | 12/11/2024 | 23:57:48 | PEF #0xb5 | SNMP trap successfully sent | Asserted
520 | 12/12/2024 | 00:00:48 | PEF #0xb5 | SNMP trap successfully sent | Asserted
