Controller rejecting SMCLI commands against an E-Series controller

Issue

Controller A is not accepting remote management connections via SMcli or the GUI, despite being reachable on the network (successful pings). The error messages observed are as follows:
 

SMcli Error:

Errors were detected while connecting to storage system <MANAGEMENT IP>

You may be trying to communicate to an array that has legacy management disabled. Otherwise, please check for any network problems and verify that there are fewer than the maximum allowed TCP connections.

 

WEB UI Error:

```

This site can’t be reached

<MANAGEMENT IP>  refused to connect.

ERR_CONNECTION_REFUSED
