Controller shows 0F on the 7-Segment display during bootup after replacement

Issue
During a controller replacement, the new controller does not boot up and shows 0F on the 7-segment display.
A dual controller replacement is being performed. The first controller replaced in the storage system works without any issues. When the second controller is replaced, it locks down, showing 0F in the 7-segment display. No errors are visible during the initial boot process. The following errors are displayed in the excLogShow
output in the STATE_CAPTURE
file in the support bundle:
