Issue

  1. Cassandra Reaper Service seen as not running on the reporting storage node.
    1. The Web GUI does not always show accurate information when a service is stuck in a starting state.
    2. The services seen from the GUI showed only the reaper service as not running.
  2. When SSH'd into the storage node the Reaper service is waiting on Cassandra to start and Cassandra is stuck in a starting state.
