SCV fails to start services after deployment if admin password has special characters

Issue

After deployment of the SCV OVA, the appliance services show as not running in the maintenance console and the dashboard  does not load properly.

Trying to restart the services in the maintenance console yields the following error messages:
 
Job for controlplane.service failed because a timeout was exceeded.
See "systemcmctl status controlplane.service" and "journalctl -xe" for details
A dependency job for sqservice.service failed
A dependency job for protectionservice-rbac.service failed
 
SCV is unable to present Dashboard data
