SCV fails to start with "Some of the disks failed to load" error

Issue

The SCV virtual machine fails to start / power on and the following error messages can be seen:
 
  • SCV Summary tab in vCenter
Some of the disks of the virtual machine <SCV_Name> failed to load.  The information present for them in the virtual machine configuration may be incomplete.
 
 
Er(02) vcpu-0 - DISKLIB-DSCPTR:DescriptorOpenGetLine: Failed to parse descriptor file in normal mode: Wrong line format.
In(05) vcpu-0 - DISKLIB-LINK  : "/vmfs/volumes/<volume_ID>/<SCV_Name>/<SCV_Name>_1-000001.vmdk" : failed to open (The file specified is not a virtual disk).  
In(05) vcpu-0 - DISKLIB-CHAIN : "/vmfs/volumes/<volume_ID>/<SCV_Name>/<SCV_Name>_1-000001.vmdk" : failed to open (The file specified is not a virtual disk).
In(05) vcpu-0 - DISKLIB-LIB   : Failed to open '/vmfs/volumes/<volume_ID>/<SCV_Name>/<SCV_Name>_1-000001.vmdk' with flags 0xd The file specified is not a virtual disk (15).
In(05) vcpu-0 - SNAPSHOT: SnapshotOpenDisk: Failed to get disk information for '/vmfs/volumes/<volume_ID>/<SCV_Name>/<SCV_Name>_1-000001.vmdk': The file specified is not a virtual disk (15)
In(05) vcpu-0 - SNAPSHOT: SnapshotBranchCleanup: Unlinking '/vmfs/volumes/<volume_ID>/<SCV_Name>/<SCV_Name>_1-000001.vmdk'.
