CXPLAT-1966: NFS based Datastore or VM SCV backups fail for few hours after service restart

Issue

When either Storage Abstraction Layer (SAL) Cache build takes 12+ hours
or when SCV Service Restarts, 
or DatastoreStorageDetailsCache builds fast but with NULL SVM LIF IP adrress' for each discovered NFS datastore,
the following error may be reported in ProtectionService-XXXXXX.log:
2026-02-11 08:28:32.111 +00:00 [ERR] [Storage] [TID:9] [RID:] [CID:] [JID:-1] Record doesn't exist
2026-02-11 08:28:32.112 +00:00 [ERR] [Storage] [TID:10] [RID:] [CID:] [JID:-1] API exception: System.ArgumentException: Record doesn't exist
Errors may continue for many hours in the attempt to build the IP cache.
Subsequent SCV backups may fail.
