CXPLAT-1823: SCV 6.2 onwards Controlplane and WFE logs are flushed into syslog

SCV 6.2 --> 6.2P1 is flushing Controlplane and WFE logs into the syslog and since the syslog is not having any directive for rotating in less size, it is making the disk full thus causing SCV services to function properly owing to lack of physical space.
