Storage Replication Adapter: SRA configuration fails with "No storage replication adapters installed."

Issue

After uploading the SRA plugin to the SRM Appliance, the Storage Replication Adapters page in SRM reports:

No storage replication adapters installed.

The SRM vmware-dr logs may include messages like the following:

2020-04-22T16:37:43.647Z info vmware-dr[01047] [SRM@6876 sub=Storage opID=022a360e] Command queryCapabilities's stdout:
--> SRA Server IP file does not exist.vp_url =-1 Log_output : output = sra_server_url =-1

2020-04-22T16:37:43.647Z error vmware-dr[01047] [SRM@6876 sub=Storage opID=022a360e] Command queryCapabilities's stderr:
--> FATAL: sizeof(iv) should be equal to blocksize (16) at /usr/local/lib/perl5/site_perl/Crypt/Mode/CBC.pm line 20.
