COTV-8664: Remote ONTAP Tools API calls may lead to issues with hub and spoke topologies

In ONTAP Tools for VMware vSphere 10.5P2, OTV will issue intercluster API calls to a snapmirror destination in order to fetch the health status of snapmirror relationships as well as details such as policy type.
OTV will trigger this check every 60 seconds.
For large hub and spoke topologies, where many remote sites tie back to a hub site as a snapmirror destination, this could lead to a significant number of API calls that the destination hub site has to process. This may lead to performance degradation with the MGWD service (management gateway) at the hub site.
