Active IQ Unified Manager fails to add a cluster due to a timeout reading the certificate

Issue

When adding the cluster to UM, the add fails with Failed to fetch the HTTPS certificate from xx.xx.xx.xx. Enter a valid Host name or Port.
 
The ocumserver.log shows that there is a timeout when trying to fetch the certificate.
2020-05-08 21:14:00,331 ERROR [admin] [default task-1054] [c.n.o.r.c.s.i.ClusterConnectionService] Certificate fetch error : connect timed out
2020-05-08 21:14:00,331 ERROR [admin] [default task-1054] [c.n.o.r.m.e.GlobalExceptionHandler] Unable to fetch certificate for xx.xx.xx.xx.
 
Note: To access logs on a vApp/OVA instance, you will need to log into the diag shell. Instructions on how to do so are locate in KB: How to access ActiveIQ Unified Manager Virtual Machine (OVA) DIAG shell
 
The ocumserver.log is located in the following paths:
Linux (RHEL/CentOS/vApp): /var/log/ocum
Windows (default path): C:\ProgramData\NetApp\OnCommandAppData\ocum\log
